Three-Lens Prioritisation

The rule is an and-gate, not an average: strong on all three, it goes first; weak on any one, it waits.

The lenses

  1. Business value
  2. Technical feasibility
  3. Organisational readiness

Every candidate capability is judged on business value, technical feasibility and organisational readiness, each with a floor it must clear. A capability enters the current wave only when it clears all three; a high-value idea on unusable data does not average its way through, it waits, and its foundation work becomes the readiness task that lets it back in. An optional 40/35/25 weighting may sort a long list, but "A weighted score can never buy a capability past a failed floor."
